Title

Consideration of and action on a resolution to update the City of Deer Park Personnel Manual, Chapter 12 - Travel Authorization and Expense Policy.

Body

Summary:

The current Employee Travel Policy, contained in Chapter 12 of the Employee Personnel Manual, includes the following allowances for per diem:

                                                                                                                              In-state                                                                                    Out-of-state

Daily Per Diem (M&IE) Total:                                          $60.00                                                                                    $66.00

First and Last Day of Travel:                                          $45.00                                                                                    $49.50

Per Diem 25% Reduction per meal:                     $15.00                                                                                    $16.50

Annually on October 1st, the U.S. General Services Administration (GSA) publishes per diem travel guidelines for each state. In order to stay current with market appropriate per diem rates and prevent the need to amend the travel policy annually, upon approval of this Resolution, the policy shall be reworded to state “per diem allowance shall be calculated in accordance with the current General Services Administration (GSA) rates with Houston, Texas as the baseline for in-state travel and Washington, D.C. as the baseline for out-of-state travel” rather than list flat per diem amounts.

Upon City Council’s approval of the revision, staff will update the Travel Policy of the Personnel Manual and all travel forms to reflect the current GSA in-state and out-of-state per diem rates.

Fiscal/Budgetary Impact:

N/A.
