Title

Consideration of and action on approving an informational newsletter pertaining to the Fire Control Prevention and Emergency Medical Services District election for May 3, 2025, and authorizing staff to proceed with printing and distribution.

Body

Summary:

Under a separate item on the Board’s agenda, the Board will consider approving an Order of Election for a FCPEMSD continuation election on May 3, 2025. If the Order of Election is approved, it is recommended that a factual newsletter which outlines plans for continuation of the FCPEMSD and CCPD districts be approved by the board. The proposed newsletter has been presented and discussed at previous joint CCPD/FCPEMSD workshops. The final version is attached.

This newsletter, or any other educational material regarding the election, cannot contain any “Political advertising” by the District or City advocating passage of the district sales tax as this is prohibited by law. "Political advertising" means a communication supporting or opposing a candidate for nomination or election to a public office or office of a political party, a political party, a public officer, or a measure that:

(A) in return for consideration, is published in a newspaper, magazine, or other periodical or is broadcast by radio or television; or

(B) appears:

(i) in a pamphlet, circular, flier, billboard or other sign, bumper sticker, or similar form of written communication; or

(ii) on an Internet website.

Fiscal/Budgetary Impact:

The cost for conducting each district’s printing/distribution of the educational/informational material is budgeted in each district’s budget as a budget amendment was approved at the Jan 27, 2025 district meeting.

Recommended action

Authorize staff to proceed with the printing and distribution of the informational newsletter pertaining to the FCPEMSD continuation election on May 3, 2025.
