Title
Consideration of and action on purchasing the services of Andritz Separation, Inc., a sole source vendor, to perform the Belt Press Refurbishment at the Wastewater Treatment Plant.
Body
Summary:
In the Wastewater Treatment process, a belt filter press is used to remove water from liquid wastewater residuals and produce a non-liquid material referred to as “cake.” Dewatering wastewater solids reduces the volume of residuals, improves operation, and reduces costs for subsequent storage, processing, transfer, end use, or disposal among other benefits.
Our current belt press is 32-years old and retro parts are no longer available. This fiscal year, we were budgeted $420,000 to refurbish the existing belt press. The belt press will be completely refurbished from the ground up, which includes upgrading all moving parts such as rollers, belts, belt guides, bearings and motors, along with new electrical and safety mechanisms.
Andritz Separation, Inc. purchased the original manufacture and owns all intellectual properties and patents associated with this press and, therefore, are the sole manufacture of parts. They are also the only authorized repair source. The City Attorney has reviewed the sole source letter and approved.
Fiscal/Budgetary Impact:
The total cost of the work is $437,228.00 which is $17,228 over our budgeted amount in account 400-502-49040, however, we have savings in our operational funds to cover the additional cost.
Recommended action
