Title

Discussion of rehabilitation of the drainage easement and slope repair of Outfall Ditch G105-04-01.

Body

Summary:

The Public Works Dept. budgeted funds for the cleaning, regrading and dressing of the slopes of the drainage easement along outfall G105-04-01.  This outfall ditch runs from the 900 block of W. 13th Street, south for approximately 600 feet, turning west and continuing approximately 1,100 feet to the 1300 block of Georgia Avenue.  (Area map is attached)

This drainage easement is the downstream flow of water form W. 13th St. (near the new Fire Station No. 1) and surrounding areas that has been a flooding issue in the past.  The drainage easement hasn’t been maintained in many years, due to access issues that have only worsened over time.  Photos are attached which will show the large trees and brush that have grown up over the years, making it impossible for our crew to access it for proper maintenance.

The proposed work involves cleaning and regrading as well as making repairs to the slope where needed.  An access roadway will also be created that will make it easy for Public Works crews to maintain the easement and ditch moving forward.  The goal of the project is to relieve the flooding that tends to occur on W. 13th Street which is caused from improper drainage of the outfall ditch.

A total of $463,932 was budgeted this current fiscal year, in the stormwater fund.  This dollar amount was based on discussion with a contractor that gave us, what they felt, was a good budget number.  However, now that the engineering firm of Cobb Fendley is involved, their initial preliminary cost estimate is double that, at an estimated cost of $857,462.50. Staff has discussed the fact that we currently have $12-million available in bond funds for drainage capital improvements, and feel that this project would be ideal for funding via the bond funds.
