Consideration of and action on a resolution amending and adopting the City of Deer Park Purchasing Policy.

Summary:
The City’s Purchasing Policy was last amended and adopted on August 16, 2022. Upon review of the policy, the following revisions are recommended:
Section 4 - Purchasing Procedures:
• Addition of Item A, Requisition and Purchase Order Procedures
• Amendments of Item B, Approval of Purchases, removing the requirement for the City Manager Approval Form and allowing Department Directors to assign a designee to approve purchases in the event of a prolonged absence.
Section 5 - Price Quotations and Purchase Awards:
• Amended and reorganized the section regarding Purchases Not Subject to Competitive Bidding to read as
o Item A - Purchases Not Subject to Competitive Bidding less than $5,000.
o Item B - Purchases Not Subject to Competitive Bidding between $5,000 and $49,999.
o Provide procedures for the use of the new “Purchasing Approval Form”.
o Provide procedures for approval of single supplier or sole source vendors.
The attached resolution includes the proposed purchasing policy.
