Consideration of and action on an awarding Request for Proposal for Meals program at Maxwell Adult Center to Azalea Creek, LLC.

Summary: 

In 2023, the City was notified by KHSS Ventures, Inc. (Skillet’s Restaurant) that they would no longer be able to provide congregate and home-bound meals for senior citizens through the Maxwell Center. The proper notice was provided and the City of Deer Park released KHSS Ventures, Inc. from their contract at the end of their provided notice letter.

In order to fill the gap between the time of the contract release and the awarding of the new contract, the City has been working with restaurants and a catering company to continue meal service for the Maxwell Adult Center.

The City of Deer Park then released a Request for Proposal to solicit for a new meals’ provider at the Maxwell Adult Center. The City received one (1) proposal for the RFP from Azalea Creek. Another proposal was submitted; however, it did not be the submission criteria in that it was not submitted to the City Secretary’s office nor was it before the deadline. For this reason, that proposal was not accepted for consideration.

Azalea Creek’s proposal has been reviewed and answer the requested information in the RFP. The City has previous experience with Azalea Creek and is aware of their service capabilities. Attached to this item is a copy of Azalea Creek’s Proposal. 

The new cost per meal is as follows:
Home-bound meals = 60 meals @ $8.25/meal/day 
Congregate meals = 30 meals @ $7.75/meal/day


All meals are served with one meat, two sides, bread and dessert, and condiments.

City staff has reviewed the proposal and is recommending that the contract be awarded to Azalea Creek, LLC. for a two (2) year proposal with the option to renew up to three (3) additional years.

Attached to this item is a copy of Azalea Creek’s proposal and a copy of the RFP for the meals program.

 

Fiscal/Budgetary Impact: 

$250,000 is budgeted in 010-436-42460 for meal services in the Senior Services budget.

 

Recommended action

Award the Request for Proposal for Meals program at Maxwell Adult Center to Azalea Creek, LLC.
