Consideration of and action on approval of a Pre-Qualified Professional Services List.

Summary:
City staff issued a Request for Qualifications (RFQ) to solicit interest from qualified entities licensed to practice in the areas of architecture, engineering, and surveying in the State of Texas, to provide professional services for various projects that may arise over the next 3-year period.
The intent was to use the RFQ to allow the City to have a list of pre-qualified firms that would assist the City in the design and construction of various major and minor capital improvements, operational projects, and to meet engineering, surveying, architectural and other professional services related needs that may occur from time to time.
As the need for professional services arises, the City will refer to its “pre-qualified list”, and reach out to one or more firms to negotiate with for specific upcoming municipal projects. However, the City reserves the right, at its discretion, to contract with a firm not included on the final “pre-qualification” list if circumstances warrant.
The creation of a final “pre-qualification” list shall not be deemed as creating any type of contractual expectancy for the award of any contracts on the part of the City. This list is being assembled for the purpose of ensuring that the City can quickly negotiate contracts with competent and qualified entities in an efficient manner when upcoming municipal projects are deemed necessary to proceed.
The RFQ deadline for submittals was March 19, 2025. We received a total of 85 Statements of Qualifications (SOQ). A committee consisting of the Assistant City Manager, Finance Director, Parks & Recreation Director, Public Works Director, Contract Administrator and the City Engineer, reviewed all 85 SOQ’s and ranked them according to the criteria outlined in the RFQ, which included:
• Completeness of thoroughness of the response
• Understanding the intent of the RFQ
• Experience in municipal projects, reports, etc.
• Qualifications, experience, and longevity of the core team members of the firm
• Firm’s history of ethics violations or board actions
After review, it became apparent we had an abundance of qualified firms. Staff then broke down the firms into categories (architects, landscape architects, engineering, etc.) and took the firms scoring a 95 or higher in each category and from there, determined our overall pre-qualified list. These firms are listed below in alphabetical order:

Staff is requesting that Council approve the proposed Pre-Qualified Professional Services list for a 3-year period. As we approach the end of the 3-year period, staff will issue a new RFQ for the following 3-year period.
