Consideration of and action on an ordinance to amend the Fiscal Year 2025-2026 Capital Improvements Fund Budget for the Parks and Recreation Drama Department for Architectural and Design Services to Renovate the Court/Theatre Building.

Summary:
The City has previous contracted with Studio Red to complete a feasibility study for renovations to the existing Court and Theatre Building and potential options for a black box theatre. At this time (June 2026), City Council and City staff have determined the black box portion of the feasibility design study will not be moving forward and will be reconsidered at a future date.
That said, the City would like to pursue moving forward with renovations to the existing building once the new Court building is completed in the fall of 2026.
Next steps in this process would be for the City of Deer Park to contract with Studio Red to complete design and construction documents for the renovations to the existing building. Parks and Recreation staff has received a proposal from Studio Red to complete these services. Proposal totals $197,340.00 for all proposed services.
The FY 2025-2026 General Fund Budget for the Drama Department did not include funding for the next phase of the design and architectural services for the Court/Theatre building renovations; therefore, a budget amendment in the amount of $210,000.00 is necessary to fully fund this expenditure. The additional appropriation would be funded by the unassigned fund balance of the Capital Improvements Fund, which is available for this purpose.
Fiscal/Budgetary Impact:
Add $210,000.00 to the Fiscal Year 2025-2026 Capital Improvements Fund Budget for the Drama Department (Account No. 090-438-49420, Architect Fee) to be funded by the unassigned fund balance of the Capital Improvements Fund, which is available for this purpose.

Approve the ordinance to amend the FY 2025-2026 Capital Improvements Fund Budget for the Drama Department for Architectural and Design Services to Renovate the Court/Theatre Building.
