Consideration of and action on an ordinance to amend the Fiscal Year 2025-2026 General Fund Budget for the General Government Department to purchase CTEH Air Monitoring System.

Summary:
The FY 2025-2026 General Fund Budget for the General Government Department includes $89,100.00 to purchase an ambient air monitoring system. In addition, the City was awarded a Port Security Grant in the amount of $82,500.00 to cover a portion of the system costs. After soliciting bids for the project, the City received one response from CTEH, which proposed a total cost of $195,341.55. To properly record the expense on the general ledger, the full expense must be recognized in the designated expense account with the grant proceeds being recorded as revenue. Because of that, a budget amendment is necessary in the amount of $106,500.00 to fully fund the project and properly record the expenditure. This additional appropriation would be funded by the unassigned fund balance of the General Fund, which is available for this purpose.
Bid Details
The fixed ambient air monitoring system would be installed and monitoring of nine (9) chemicals, to include:
-Development of copy for social media statements and graphics, text message alerts, website notifications and media holding statements.
-Air Monitoring System Handbook - development and organization of comprehensive documents; policies, procedures, community messaging statements and notification process
-CTEH Project Manager - support data communications and training for the first week of pilot testing the instrumentation and data dashboard; training, meetings and implementation
-Two (2) Handheld instruments
-Four (4) Stationary monitors
-SIM Card with three (3) year service activation
-Reports, alerts, display and analytics
-One (1) round of replacement sensors for devices (approximately at two (2) years of being in service)
Fiscal/Budgetary Impact:
Add $106,500.00 to the Fiscal Year 2025-2026 General Fund Budget for the General Government Department (Account No. 010-105-49040, Machinery and Equipment) to be funded from the unassigned fund balance of the General Fund, which is available for this purpose.
