Summary:
The City is considering applying for funding to support hazard mitigation projects eligible under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) programs, which may include pre-funding activities such as grant application development, and post-funding grant administration, project scoping studies, managing field surveys, and other engineering services, as needed within the City and its extraterritorial jurisdiction.
The City solicited RFQ’s for professional grant development, administration and project management services required to undertake any eligible project administered by the State of Texas, Texas Water Development Board (TWDB), Texas Division of Emergency Management (TDEM), Texas General Land Office (GLO), and/or professional grant application development for Hazard Mitigation Assistance (HMA) grant programs, to include Flee Mitigation Assistance (FMA), FMA Swift Current, Building Resilient Infrastructure and Communities (BRIC), Hazard Mitigation Grant Program (HMGP), and Community Development Block Grant - Mitigation (CDBG-MIT), through federal grants funded by the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA).
This solicitation was intended to serve as a standing qualifications-based procurement for any eligible mitigation project under the programs listed above, rather than for a single named project. Individual task or work orders issued under any resulting contract will identify the specific project, scope, and funding source.
The following criteria were considered in determining the successful respondent which offered the best value for the City:

The deadline for RFQ Submittals was September 10, 2026 at which time we received a total of 5 responses from the following firms (in alphabetical order):
• CCM Advisors
• Collier Engineering
• Grant Works
• Impact Strategic
• Tetra Tech
A committee of staff members reviewed and ranked all submittals and found CCM Advisors to be the best value to the City. The criteria rankings are attached.
This agenda item is to approve entering into an agreement with CCM Advisors for a 3-year term (with the option to renew for two additional 1-year terms) for consulting and technical grant assistance.
