At this time, we want to recognize the outstanding recent professional and personal accomplishments of several City of Deer Park employees:
Sara Costlow, Assistant City Manager, City Manager’s Office
In June, Sara became President of the Texas City Management Association Region 6. She was elected to this office by her peers earlier this year.
Austin Bilbrey, Paramedic, Emergency Services Department
Austin recently was recognized by the Deer Park American Legion Post as our 2024 Paramedic of the Year.
Finance Deparment
For the 37th consecutive year, our Finance Department achieved the Government Finance Officer Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting. Employees who worked on this report include Nicole Ganey, Tracy Peterson, Tara Riley, and Tara Voisin.
John Stein, Information Security Officer, Information Technology Department
John recently earned the CompTIA Cybersecurity Analyst (CySA+) certification. This certification demonstrates that he possesses the knowledge and skills essential for detecting and analyzing indicators of malicious activity, understanding threat intelligence and threat management, responding to attacks and vulnerabilities, performing incident response, and effectively communicating related activities.
Custodial Staff, Parks & Recreation Department
Our custodial staff recently attained the designation of certified custodians by the Cleaning Management Institute (CMI). This designation validates our staff is properly trained in superior cleaning methods and techniques, ensuring they can properly sanitize and clean our facilities. Those employees are:

Dean recently was recognized by the Deer Park American Legion Post as our 2024 Crossing Guard of the Year.
Joel Nitchman, Police Officer, Police Department
Officer Nitchman recently was recognized by the Deer Park American Legion Post as our 2024 Police Officer of the Year.
Officer Brooke Schwausch & Officer James Hartley, Police Department
This summer, Officer Schwausch and Officer Hartley were award recipients at the Mothers Against Drunk Driving (MADD) annual awards luncheon for their efforts to remove drunk and impaired drivers from Deer Park roadways.
Armando Diaz, Water & Sewer Distribution Supervisor, Public Works Department
Armando is a proud member of the Deer Park Volunteer Fire Department. Last month, he was recognized by the Deer Park American Legion Post as the our 2024 Firefighter of the Year.
Jared Johnston, Water Plant Operator, Public Works Department
This summer, Mr. Johnston was recognized by the Texas Water Utilities Association as their “Outstanding New Professional” for 2024.
David Ortiz, Assistant Water Plant Supervisor, Public Works Department
This summer, Mr. Ortiz was recognized by the Texas Water Utilities Association with their “Exemplary Service Award.”
