Summary:
The selection of the Construction Manager-at-Risk (CMAR) for the new Municipal Court Building project is a two - step process as follows:
Step 1: Issue a Request for Qualifications (RFQ).
The deadline for receipt of qualifications was December 4, 2024. Statements of Qualifications (SOQs) were received from five (5) firms prior to the deadline. A City of Deer Park Qualifications Review Committee consisting of City Staff reviewed, evaluated, and ranked the SOQs in accordance with the criteria contained in the RFQ. At this step, the City may not request fees or prices. The following top four (4) companies were selected by the Committee to participate in step two (the RFP) of the selection process for this project:
• Comex Corporation
• Durotech
• Horizon International Group
• Rogers-O’Brien Construction
On December 17, 2024, the City Council authorized the selection of the above four companies to participate in step two (the RFP) of the selection process for this project.
Step 2, Issue a Request for Proposals (RFP).
The City is allowed to request that five or fewer offerors, selected solely on the basis of qualifications, provide additional information, including the construction manager-at-risk's proposed fee and prices for fulfilling the general conditions. The deadline for receipt of proposals was January 10, 2025. Proposals were received from the following four (4) companies:
• Comex Corporation
• Durotech
• Horizon International Group
• Rogers-O’Brien Construction
The City of Deer Park’s selection committee for the CMAR proposals for this project included representatives from the City Council and City staff with the assistance of the project architect. The selection committee thoroughly reviewed and evaluated the submittals from the construction management firms who submitted proposals. Following a lengthy meeting on January 14, 2025, the committee completed its evaluation. Based on the proposals submitted, the highest ranked offeror was Comex Corporation.
On January 22, 2025, City Council authorized staff to begin negotiations with Comex Corporation for CMAR services for the New Municipal Court Building. City Staff has worked with Comex to negotiate the proposed contract and recommends that City Council authorize execution of the contract with Comex.
