Discussion of issues relating to College Park Subdivision and Deer Park Gardens Subdivision - Phase I drainage improvements projects.

Summary: 

After Hurricane Harvey, the City contracted with the engineering firm of CobbFendley to perform engineering studies to develop alternatives to alleviate flooding associated in several areas of the City. The areas studied are shown on the attached map.

The following are actions that have been taken or are being recommended to be taken regarding the College Park Subdivision and Deer Park Meadows Subdivision - Phase 1 drainage improvements projects:

1.                     Harris County Precinct 2 Partnership Projects. Harris County Commissioner Adrian Garcia initiated the Precinct 2 Partnership Projects in an effort to work collaboratively with municipalities, management districts, school districts, and area agencies to identify potential capital improvement projects and maintenance projects that will benefit the constituents of Precinct 2. The City submitted applications for partnership projects for the College Park Drainage Improvements and Deer Park Gardens - Phase I Drainage Improvements prior to the February 1, 2021 deadline. The City Council ratified the submittal of these applications on February 2, 2021. The estimated total cost of these projects and the City’s 50% share as follows:

College Park Drainage = $6,068,262 total. City’s 50%/50% share = $3,034,131.

Deer Park Gardens - Phase 1 Drainage = $436,857 total. City’s 50%/50% share = $218,429.

Both projects combined = $6,505,119 total. City’s 50%/50% share = $3,252,560.

2.                     City staff recommended, and City Council authorized, entering into a contract with CobbFendley for the design of the Deer Park Gardens Subdivision - Phase 1 drainage improvements project. The attached map shows Phase 1 as well as the future phases of the Deer Park Gardens Subdivision drainage improvements.

3.                     An item is on the April 20, 2021 Regular City Council Agenda to authorize entering into a contract with CobbFendley for the design of the College Park Drainage subdivision drainage improvements project.

4.                     A budget amendment ordinance is on the April 20, 2021 Regular City Council Agenda to fund the City’s share of the Partnership project with Harris County for the College Park Drainage Improvements and Deer Park Gardens - Phase I Drainage Improvements projects.

The City and County are successfully partnering on two other projects under the Harris County Precinct 2 Partnership Program (Heritage Addition and Delo-Elaine/Deer Park Manor drainage improvements projects) - see attached letter.

Fiscal/Budgetary Impact: 

Fiscal/Budgetary Impact:  A budget amendment is proposed for the City’s share of the Partnership project with Harris County for the College Park Drainage Improvements and Deer Park Gardens - Phase I Drainage Improvements projects in the amount of $3,252,560.
