Consideration of and action on an ordinance to amend the Fiscal Year 2025-2026 Budget for the Capital Improvements Fund and General Fund to install a Lift Station at the Jimmy Burke Activity Center.

Summary:
In August 2025, an RFP was issued for the completion of a new lift station that will service both the new Fire Station 1 (FS1) and new Jimmy Burke Activity Center (JBAC) projects. Bids were opened on September 4th, and proposals were received from the following:
* AR Turnkee Construction Company Inc.
* Principal Plant Services, Ltd
* Rogers-O'Brien Construction
* Texas Dewatering
The City of Deer Park's selection committee for the proposals for this project included City staff from City Management, Public Works, and Engineering, with the assistance of the project architect, BRW. The selection committee thoroughly reviewed and evaluated the submittals from the four firms who submitted proposals and invited all four to be interviewed.
Following interviews that took place on October 7th and 8th, the committee completed its evaluation. The proposals were evaluated based upon and in accordance with the criteria and considerations listed in the Request for Proposals. The highest ranked proposer was Texas Dewatering.
At the City Council Meeting held on October 21, 2025, City Council formally awarded the bid to Texas Dewatering for a cost of $1,258,580.00. It was concluded by staff the lift station project would most appropriately be funded through the Jimmy Burke Activity Center project, which is being funded through the Capital Improvements Fund. In order to fully fund this necessary project, a budget amendment to the Capital Improvements Fund is necessary. The funding for the amendment to the budget will be funded by the unassigned fund balance of the General Fund, which is available for this purpose.
