Consideration of and action on awarding the bid for the Ambient Air Monitoring System and Public Communication to CTEH.

 

Body

Summary: 

The fixed ambient air monitoring system would be installed and monitoring of nine (9) chemicals, to include:

 

-Development of copy for social media statements and graphics, text message alerts, website notifications and media holding statements.

-Air Monitoring System Handbook - development and organization of comprehensive documents; policies, procedures, community messaging statements and notification process

-CTEH Project Manager - support data communications and training for the first week of pilot testing the instrumentation and data dashboard; training, meetings and implementation

-Two (2) Handheld instruments

-Four (4) Stationary monitors

-SIM Card with three (3) year service activation

-Reports, alerts, display and analytics

-One (1) round of replacement sensors for devices (approximately at two (2) years of being in service)

 

NOTE:  Notice To Bidders, Dated 12/14/2025 and 12/31/2025 - Bid Open Date 1/8/2026.  CTEH only bid received.

 

 

Fiscal/Budgetary Impact: 

Approved FY25-26 $35,000 General Fund Permanent Increase for reoccurring annual cost of monitoring

Approved FY25-26 $89,100 General Fund Capital Outlay for implementation/startup of monitoring system

Budget Amendment requested City Council Agenda Item #25-125

Total cost of system $195,341.55

City of Deer Park received a Port Security Grant for 75% reimbursement of $82,500

City’s cost for installing system is $112,811.55

Award the bid for the Ambient Air Monitoring System and Public Communication to CTEH.
