Consideration of and action on awarding the proposal for the Jimmy Burke Activity Center and Fire Station 1 Lift Station Project to Texas Dewatering.

Summary:
In August 2025, an RFP was issued for the completion of a new lift station that will service both the new Fire Station 1 (FS1) and new Jimmy Burke Activity Center (JBAC) projects. Bids were opened on September 4th, and proposals were received from the following:
• AR Turnkee Construction Company Inc.
• Principal Plant Services, Ltd
• Rogers-O’Brien Construction
• Texas Dewatering
The City of Deer Park’s selection committee for the proposals for this project included City staff from City Management, Public Works, and Engineering, with the assistance of the project architect, BRW. The selection committee thoroughly reviewed and evaluated the submittals from the four firms who submitted proposals and invited all four to be interviewed.
At the regularly scheduled October 21, 2025 City Council Workshop, City Staff discussed the proposals with City Council, including the financial implications, anticipated timeline for project completion, and staff’s recommendation for award.
Following interviews that took place on October 7th and 8th, the committee completed its evaluation. The proposals were evaluated based upon and in accordance with the criteria and considerations listed in the Request for Proposals. The highest ranked proposer is Texas Dewatering. The ranking sheet is attached.
Fiscal/Budgetary Impact:
The total cost for JBAC/FS1 Lift Station Project is not to exceed $1,258,580.00. This project will be funded from the City’s CIP fund balance, which is available for this purpose.
Recommended action
Award the proposal for the Jimmy Burke Activity Center and Fire Station 1 Lift Station Project to Texas Dewatering.
