Consideration of and action on awarding the Library Plumbing Rehabilitation Project to Blackmon, Inc.

Summary:
The Library Plumbing Rehabilitation Project was publicly advertised for competitive bid proposals. This was advertised as a “Best Value” competitive bidding method, meaning factors other than just cost would be considered, including work history and qualifications. At the bid opening, held on 07/09/26, we received the following two proposals:
Blackmon, Inc.: Base Bid $127,600.00, Alternate 1 $26,940.00, Total Bid $154,540.00
Du-West: Base Bid $478,609.62, Alternate 1 $92,818.04, Total Bid $571,427.66
A committee consisting of the Assistant City Manager, Library Director, City Engineer, Project Manager, and Contract Administrator, reviewed the qualifications and work history and ranked both proposers. It was determined, by the committee, that Blackmon, Inc. provided the best value to the City. The rankings are attached.
At this time, staff is recommending Council approve the award for this project to Blackmon, Inc. based on their total bid of $154,540.00.
Fiscal/Budgetary Impact:
Funding for this project is included in the proposed FY 26/27 budget to be adopted by City Council on September 15, 2026. The project will begin after October 1, 2026.
