Consideration of and action on an ordinance to amend the Fiscal Year 2023-2024 Crime Control and Prevention District budget for the construction of the new Emergency Operations Center.

Summary:
At the November 15, 2022 Council Meeting, City Council awarded the contract for the construction of the new Emergency Operations Center (EOC) to Durotech in the amount of $6,990,000.00. $3,580,000.00 of the project is funded by the Crime Control and Prevention District and $3,500,000.00 by the City’s Capital Improvements Fund.
Due to shifting project completion timelines, work that was expected to be completed in FY 2022-2023 was delayed and completed in FY 2023-2024. With the project delays transcending fiscal years, it caused the estimated project expenditures for FY 2022-2023 to be less than anticipated and FY 2023-2024 expenditures to be more than what was budgeted.
The FY 2023-2024 Budget included $1,246,200.00 for the construction of the EOC. $1,465,518.00 is expected to be spent. In order to allocated adequate funding in the proper fiscal year, a budget amendment in the amount of $225,000.00 is necessary. This additional appropriation would be funded by the unassigned fund balance of the Crime Control and Prevention District (CCPD).
At the regularly scheduled CCPD board meeting held on October 21st, the board authorized the budget amendment and recommendation to City Council.
Fiscal/Budgetary Impact:
Add $225,000.00 to the Fiscal Year 2023-2024 budget for the Police Department (Account No. 820-300-49020, Buildings) to be funded by the unassigned fund balance of the Crime Control and Prevention District, which is available for this purpose.

Approve the ordinance to amend the Fiscal Year 2023-2024 Crime Control and Prevention District budget for the Police Department.
