Summary:
The Parks and Recreation Department solicited requests for proposals (RFP’s) from vendors for the mowing services at various city trails. The City received nine (9) sealed proposals on August 20, 2026.
The submitted competitive sealed proposals were evaluated and scored using a scoring mechanism to determine the best proposal for the City. The committee of staff members scored the proposals and the recommendation is to award the contract to Horticare Landscape Management at its annual cost $38,676. The contract is to begin October 1, 2026 and end on September 30, 2027 and has the option to renew up to 3 concurrent years. Trail locations in the contract as follows:
Area 1 - Trail along drainage ditch from Park Green to Thirteenth Street
Area 2 - Trail along drainage ditch from Thirteenth Street to X Street
Area 3 - Trail along drainage ditch from X Street to San Augustine
Area 4 - Trail along drainage ditch from San Augustine to P Street
Area 5 - Trail along drainage ditch from Underwood to San Augustine
Area 6 - Trail and easements from San Augustine to P Street
Fiscal/Budgetary Impact:
$437,000 has been budgets in the Contract Labor line item.

Award the mowing services contract for city trails to Horticare Landscape Management.
