Title
Consideration of and action on an ordinance to amend the Fiscal Year 2026-2027 Water and Sewer Fund Budget for the Public Works Administration Department for a sanitary sewer evaluation not completed prior to September 30, 2026.
Body
Summary:
At the October 21, 2025 City Council meeting, Council approved the agreement with Freese and Nichols to perform a Sanitary Sewer Evaluation. The evaluation uses flow monitoring devices to evaluate the infiltration of inflow into the City’s sewer system during rain events to identify areas that need rehabilitation. The total contract amount was $324,430 with $251,430 estimated to be spent in FY 2025-2026 and $73,000 in FY 2026-2027.
The FY 2026-2027 Water and Sewer Fund Budget for the Public Works Administration Department included $73,000 for the completion of this study; however, due to shifts in the project timeline, $207,086 was expended in FY 2025-2026 and $117,345 will need to be expensed in FY 2026-2027. A budget amendment in the amount of $44,345 is necessary to fully fund the project in the current fiscal year.
Fiscal/Budgetary Impact:
Add $44,345 to the Fiscal Year 2026-2027 Water and Sewer Fund Budget for the Public Works Administration Department (Account No. 400-500-42410, Consultant Engineer Fee) to be funded by the prior year revenue (fund reserves) in the Water and Sewer Fund, which is available for this purpose.
Recommended action
Approve the ordinance to amend the FY 2026-2027 Water and Sewer Fund Budget Public Works Administration Department for the sanitary sewer evaluation.
