Summary:
In June 2023, the piping below the Avon elevated storage tank broke, damaging the floor, washing material out, and rendering the tower not usable until a thorough evaluation could be performed along with a recommendation for repairs.
Three consultants were hired to evaluate the damages and integrity of the tank.
* Tank Industries Consultants (TCI): Hired immediately after the damages occurred to evaluate the overall condition of the tank itself. Their evaluation was completed in July 2023 with recommendations for the necessary repairs. In May 2024, the agreement was revised to include project management services and other services associated with the project. They will work alongside LAN.
* Lockwood, Andrews & Newman, Inc. (LAN): Hired in August 2023 for the initial analysis coordination and design development phase services. In May 2024, the agreement with LAN was revised to include engineering design services (construction drawings and specifications), as well as project management and other related services.
* Terracon, Inc.: Hired in August 2023 to perform field exploration services, including excavating the soil in the center of the tank and dynamic cone penetrometer test. In May 2024, the agreement with Terracon was revised to have Terracon work with LAN to provide geotechnical engineering services during the construction repairs to the tank.
LAN met with Public Works serval times throughout the past few months and in April 2025 submitted their final design, construction documents and specifications to be advertised for bids. We had a total of 3 contractors attend our mandatory pre-bid meeting, however at our bid opening, held March 21, 2025, only one bid was submitted.
