Consideration of and action on accepting completion of the San Jacinto Elementary Detention Pond.

Summary:
In August 2022, City Council approved the acquisition of a + 4.8 acre tract out of the old San Jacinto Elementary school property on the northwest corner of the intersection of Luella Ave. and East 8th Street for the purpose of constructing a detention pond. Staff requested and received a professional services proposal from Cobb Fendley for a Phase 1 Environmental Assessment, Geotechnical Analysis, Design, Bid and Construction Phase Services. Later, the agreement was revised to include an additional 1.6117 acres from the school district due to the necessity for Cobb Fendley to redesign a separate detention basin.
Once design was completed, the project was advertised for bids. On May 8th, 2024 the city received a total of 6 bids and on June 4, 2024 the project was awarded to R. Miranda Trucking & Construction, LLC based on their bid of $2,307,724.00.
The project has been completed and Cobb Fendley is recommending we accept completion of the project and release final payment along with the retainage being held.
Fiscal/Budgetary Impact:
Funding for this project is provided by the 2021 General Obligation Bond for Drainage Improvements.
