Summary:
The Five-Year Capital Improvements Plan (CIP) for years 2026-2030 was originally adopted by City Council on September 16, 2026. The CIP is intended to be re-adopted each year following the completion of the annual budget to allow for adjustment to the plan. The plan with FY 2026-2027 budget revisions was presented and discussed with City Council at the budget workshop held June 22, 2026. The proposed plan includes a total of $68,401,790 for capital projects spanning fiscal years 2026 through 2030 with $15,659,223 of those projects scheduled to begin or continue in fiscal year 2027.
The plan includes the following allocation of resources:
Planning and Development - $7,701,097
Library - $165,000
Parks and Recreation - $15,506,786
Public Works - $45,028,907
Funding sources for the plan include:
Capital Improvements Fund - $10,121,380
Deer Park Community Development Corporation - $7,085,000
Golf Course Lease Fund - $655,355
Hotel Occupancy Tax Fund - $22,541
Water and Sewer Fund - $6,925,230
Asset Replacement Fund - $10,800
Storm Water Fund - $81,480
Grant Fund - $1,440,000
Certificates of Obligation - $33,192,000
General Obligation Bonds - $8,868,004
The CIP will be re-evaluated during the FY 2027-2028 budget process to determine if changes need to be made due to budget constraints or changes in project priorities. All proposed changes will be discussed at the annual budget workshop.
Fiscal/Budgetary Impact:
The plan includes $68 million in proposed capital improvement projects from fiscal year 2026 through fiscal year 2030.
