Summary:
The Surface Water Treatment Plant (SWTP) and associated remote stations currently operate with a mix of aging, obsolete, and non-standardized Programmable Logic Controllers (PLCs), along with a limited number of recently upgraded units. PLCs that have not been modernized, present increasing risks to system reliability, maintainability, and long-term operational efficiency. In addition, the lack of standardization across PLC platforms complicates troubleshooting, staff training, spare parts management, and integration with the existing SCADA system.
The SWTP currently utilizes seven PLCs, five of which have been recently upgraded. This current fiscal year, the SWTP budgeted funds to upgrade the remaining two PLCs at the SWTP, along with PLC systems at three remote stations (Coy Street, Pasadena Street, and P Street).
Ardurra Group, Inc. is listed as one our pre-approved professional services firms. They will provide professional engineering services for the design, bidding, and construction phases associated with the proposed PLC system improvements under this project. These services include the replacement and upgrade of two PLC racks at the SWTP and PLC systems at the three identified remote stations.
The proposed, not to exceed amount is $131,665.00 for the professional services.
Fiscal/Budgetary Impact:
A total of $450,000 was budgeted in the Surface Water Treatment Plant’s operational budget (400-503-49030).

Approve entering into an agreement with Ardurra Group, Inc. for professional services related to the PLC upgrades at the Surface Water Treatment Plant.
