Consideration of and action on an ordinance confirming the appointment of Gladis Sanchez as Deputy City Secretary.

Summary: 

Section 205(C) (2) of the City Charter states the City Council, "Shall, upon recommendation of the manager, appoint the city secretary, deputy city secretary, and all other department directors."  The vacancy for the Deputy City Secretary position was created by departure of Sonya Acosta in November.  The position announcement was posted and advertised, and in December 2025 interviews were conducted with five (5) candidates.  An additional interview was conducted with Ms. Sanchez with the City Manager and Assistant City Manager on December 17, 2025. 

Ms. Sanchez has nine (9) years of municipal government experience and has worked for two cities - La Porte & Pearland.  She currently is employed as the Deputy City Secretary for the City of Pearland.  During her tenure with the City of La Porte, she was the Open Government Analyst in the City Secretary’s department.   Ms. Sanchez is a Texas Municipal Registered Clerk (TMRC), a Notary Public, and holds certifications for Certified Municipal Clerk and Certified Public Manager.

City Manager Stokes is recommending approval of this hire.  This position has been offered to Ms. Sanchez, and she has accepted it.  Ms. Sanchez is scheduled to begin employment on January 20, 2026.  This appointment is now being submitted for Council confirmation per the Charter requirement.  

 

Fiscal/Budgetary Impact: 

The Deputy City Secretary is a budgeted position.

 

Recommended action

Council approval on the ordinance for appointing the Deputy City Secretary is recommended.
