Summary:
The City’s current agreement with Crowder Gulf for Debris Removal Services is set to expire on May 18, 2025. In preparation for the expiration, staff issued a Request for Proposals (RFP) for a new debris removal contract. The deadline for submitting proposals was March 6, 2025, and the City received a total of five proposals in response to the RFP.
A review committee was formed to evaluate and rank the proposals. The committee consisted of the Director of Emergency Services, Public Works Director, Finance Director, Sanitation Supervisor, Contract Administrator, and the OEM Administration Coordinator. After thorough evaluation, the committee determined that Crowder Gulf received the highest-ranking score based on their proposal. Staff recommends entering into a new agreement with Crowder Gulf for a 3-year term, based on their top-ranking proposal.

The Director of Emergency Services, Jamie Galloway, is also interested in entering a secondary, backup, agreement with Ceres Environmental Services to serves as a backup, in the event Crowder Gulf is not able to respond due to widespread disaster response. Ceres Environmental ranked 2nd in our scoring.
Fiscal/Budgetary Impact:
At this time, there is no budgetary impact. The contract would only be activated in the event of a disaster.
Recommended action
Approve entering into a primary agreement with Crowder Gulf and a secondary agreement with Ceres Environmental Services for Debris Removal Services.
