Consideration of and action on authorization to submit an application for the HGAC Solid Waste Management Grant.

Summary:
Every two years the Texas Legislature meets and sets the budget for the upcoming biennium. The budget includes money collected as a tipping fee at landfills throughout the state and designated to fund solid waste management programs in Texas. H-GAC receives a portion of this money, as pass-through funding from the Texas Commission on Environmental Quality (TCEQ), to fund Solid Waste Implementation grant projects throughout the 13-county region on an annual basis.
The application for FY24/25 opened on September 5, 2023. The application will close October 17, 2023 at noon. More information concerning the grant can be found at: https://www.h-gac.com/solid-waste-management/grants.
It has been several years since the City of Deer Park applied for solid waste grant funding. Our intentions are to submit three separate grant applications, one for each of the following:
1. Funding to purchase a new skid steer
2. Funding to purchase a new recycle trailer
3. Funding to cover the cost of a Tire Collection Event, in which residents would have the means to legally dispose of old tires. In Harris County, you cannot simply toss tires in the trash. Under Texas state law and local regulations, old tires need to be disposed of in the proper manner. The TCEQ has developed strict environmental rules and regulations, requiring old tires to be disposed of in the appropriate manner. The City is unable to dispose of used tires and when asked by residents on how they should dispose of them, we have to refer them to the TCEQ website, which provides a list of disposal sites in the County. Having a Tire Disposal Event would be quite helpful for residents.

Fiscal/Budgetary Impact:
