Consideration of and action on accepting completion of the Avon Elevated Water Storage Tank Repairs.

Summary:
In June 2023, the piping below the Avon elevated storage tank broke, damaging the floor, washing material out, and rendering the tower not usable until a thorough evaluation could be performed along with a recommendation for repairs. Lockwood Andrew & Newman, Inc. were hired to perform the evaluation as well as to develop the design work and oversee the construction.
At the March 21, 2025 bid opening we received one bid, which was from Viking Industrial Painting in the amount of $420,438.00. A change order for an additional $4,000.00 was necessary for additional work, making the final cost of repairs $424,438.00. The Texas Commission on Environmental Quality (TCEQ) performed their final inspection on 03/09/26 and has approved the repair. The engineer of record has also stated the project is completed.
At this time, we ask that City Council accept completion of this project and approve release of retainage.
Fiscal/Budgetary Impact:
Funds were budgeted in the Surface Water Treatment Plant’s annual budget to cover this project. (Account #400-503-4903).
