Consideration of and action on an ordinance amending Appendix B to address Commercial Solid Waste Fees.

Summary:
On September 3, 2013, Council entered into a five (5) year contract with Waste Management of Texas, Inc. (WMTI) for the collection and transportation of commercial solid waste. The contract was then amended on October 16, 2018, July 16, 2019, October 5, 2021 and April 16, 2024 with each amendment to extending the agreement for an additional three-to-five-year period. The current agreement expires November 30, 2029 and calls for annual 5% rate increases, but does not allow any fuel surcharges or consumer price index (CPI) increases to be passed along to the City. Additionally, Waste Management will continue providing no cost servicing of all dumpsters at City of Deer Park facilities, including the recycling dumpsters.
The ordinance to amend Appendix B brings the City’s fee schedule in accordance to the fees set forth in the Waste Management Agreement effective December 1, 2024.
Fiscal/Budgetary Impact:
N/A. Expenditures in the FY 2024-2025 budget for commercial garbage collection are included in the Sanitation Department budget (Account No. 010-402-4220, Commercial Garbage Collection); however, these costs are offset by revenues in the General Fund (Account No. 010-000-3202, Commercial Garbage Fees). Per the contract, garbage collection from dumpsters used by the City at its facilities is provided at no cost to the City.
