Consideration of and action on an ordinance to amend the Fiscal Year 2023-2024 Water & Sewer Fund Budget for the emergency repair of a 24 Inch Force Main.

Summary:
An emergency situation occurred that made it necessary to immediately replace a section of 24-inch force main sanitary sewer pipe. The 8th Street lift station (Wynfield Lift Station) experienced a complete failure of the 24-inch cast iron force main leaving the lift station. The repair had to be completed immediately because of the chance of a catastrophic failure which would have resulted in an illicit discharge into the storm water system, which could cause a health hazard.
We made a temporary repair, but needed to move forward with a permanent solution. Because of the critical need for this repair, it was necessary to ask the City Manager for authorization to issue a purchase order, prior to this presentation to City Council, for ratification. Our purchasing policy allows for emergency repairs/replacements to be made, with the City Manager's approval, without the immediate need to call an emergency Council meeting as long as the purchase is submitted to Council for ratification at a subsequent meeting.
The work involved replacing a section of the line from flange to flange. The Public Works Department did not have the 24-inch replacement line in stock, nor do we have the equipment to remove and replace that size pipe. We were able to contact Vortex Services for a Job Order Contracting Proposal through The Interlocal Purchasing System (TIPS), who provided a quote of $164,920.00 to perform the complete repair.
Being that this was an emergency repair, funding for these services were not budgeted in Fiscal Year 2024. The Water Sewer Maintenance department has $120,000.00 of remaining contingency that can be used to cover the repairs. The remaining $46,000.00 in necessary funding shall come from prior year revenue and shall be allocated through a budget amendment.
