Consideration of and action on an ordinance to amend the Fiscal Year 2025-2026 Water & Sewer Fund Budget for the Advanced Metering Infrastructure (AMI) Project.

Summary:
On August 15th, 2023, City Council awarded Performance Services, Inc. (PSI) the contract to install Advanced Metering Infrastructure throughout the City. In addition to installing AMI, PSI was contracted to inventory and classify service lines in accordance with the Lead Copper Rule Revision, and move water meters currently located in resident's backyards to the front where they can be easily accessed.
This project was jointly funded through the Water and Sewer Fund and the American Rescue Plan Act proceeds awarded to the City through the U.S. Department of Treasury.
This work has been completed and meter performance has been monitored prior to closing out the project. Monitoring has revealed approximately 260 meters throughout the city are not consistently communicating with the gateways. This issue is likely the result of inference with radio frequency, landscape, or structures that cannot be prevented. After troubleshooting the issue with Neptune, PSI, and City staff, it was determined the best solution to bring these meters online is to swap them out with cellular read meters.
The cost to transition this select group of meters is approximately $96,845.00 and is being shared between the City and PSI. The city has a remaining owner direct allowance (ODA) of $68,395.00 on the contract that will be used with PSI covering costs above the ODA amount.
In addition, the City will look for opportunities to sell the original radio read meters being changed out at a fair market price.
In FY 2025-2026, the Water and Sewer Fund did not budget to use the remaining ODA with PSI. A budget amendment in the amount of $68,395.00 is necessary to fund this expenditure.
