Summary:
An emergency situation occurred that made it necessary to immediately replace a section of 8-inch, cast-iron, water main along Boston Street. It was necessary to ask the City Manager for authorization to make this repair, prior to this presentation to City Council, for ratification. The purchasing policy allows for emergency repairs/replacements to be made, with the City Manager's approval, without the immediate need to call an emergency Council meeting as long as the purchase is submitted to Council for ratification at a subsequent meeting.
Cast-iron water mains are decades old and break often. The long-term goal is to replace all cast-iron lines throughout the City. City Council approved the 5-year CIP plan which includes a large, $2-Million, investment to replace as many cast-iron lines as we can with the available funding. However, this particular water main, couldn't wait. The 8-inch waterline ruptured in more than one location, causing an entire neighborhood to lose water service. Our crews worked late in the night to make emergency repairs, but the following morning the line broke again. The cast-iron was in such bad shape it was decided to obtain a cost estimate from SKE Construction for the replacement of 750-linaer feet of new 8-inich HDPE water line.
The repair has been made, at a cost of $119,000.00.

Fiscal/Budgetary Impact:
Funding from this project was covered by residual funds remaining in three Water/Sewer bond funds. These include the 2015, 2016 and 2018 Certificate of Obligation bonds.
