Summary:
On November 5, 2024 sealed proposals were opened for the Spencerview Pedestrian Bridge Project. This was a "Best Value" competitive bidding method, meaning, factors other than just cost were considered, including work history and qualifications.
The proposal consisted of base bid items as well as extra work items and owner held contingency.
Cobb, Fendley & Associates, Inc. is the engineer on record for this project. They have evaluated the nine (9) bids received on November 5, 2024 for the above-referenced project. There were mathematical errors by 8 of the 9 bidders on Extra Work Bid Item No. 23 (Owner Held Contingency - 3% of Total Base Bid) whose bids do not equal 3% of the total base bid. These items were corrected to equal 3% of the total base bid. There was one mathematical error of the 3rd Low Bidder on Bid Item No. 1 (Mobilization - 5% Max) whose bid exceeded 5% of the total base bid. This item was corrected to be 5% of the base bid.
It is Cobb, Fendley Associates opinion that the mathematical errors on Bid Item No. 23 may have been attributed to bid rounding errors, and were generally minor in nature, and thus does not warrant a rebid.
The apparent low bidder was Lucas Construction Company, Inc. with a base bid of $380,418.00 and a total bid of $421,650.54. The use of any of the extra work bid items would not displace the apparent low bidder.
