Consideration of and action on entering into the Interlocal Agreements with DPISD to supply 14 DPISD School Resource Officers to cover all of the campuses in Deer Park, and three of the campuses in Pasadena for the 2026/2027 school year.

Summary:
A request from DPISD Superintendent Tiffany Regan and Assistant Superintendent Jason Mummert to add three (3) School Resource Officers to provide additional coverage to DPISD junior high campuses and elementary school campuses in the city limits of Pasadena. This request is the first phase to start having a SRO assigned at each DPISD campus within the city limits of Pasadena, three (3) this year and two (2) officers plus one (1) sergeant next year. The resulting recommendation is that three (3) full-time SROs be added for the 2026/2027 school year under a separate DPISD/City of Deer Park Agreement for the DPISD schools located in the City of Pasadena, effective August 1, 2026. If Council is in agreement this at no cost to the City of Deer Park.
Discussion of the existing Inter-local Agreement for the SROs at the DPISD schools within the city limits of Deer Park that is up for renewal for the 2026/2027 school year. There are no new changes regarding staffing or equipment for the schools located in the city limits of Deer Park

DPISD cost = 70% or $1,567,421.20
City of Deer Park cost = 30% or $629,163.47
Recommended action
Authorize the agreement with Deer Park ISD for three (3) SRO officers, and 10 Crossing Guards located in the City of Pasadena 2026-2027 school year. Renew existing DPISD agreement for the City of Deer Park.
