Summary:
The City is considering applying for funding to support hazard mitigation projects eligible under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) programs, which may include pre-funding activities such as grant application development, and post-funding grant administration, project scoping studies, managing field surveys, and other engineering services, as needed within the City and its extraterritorial jurisdiction.
The City solicited RFQ’s for professional grant development, administration and project management services required to undertake any eligible project administered by the State of Texas, Texas Water Development Board (TWDB), Texas Division of Emergency Management (TDEM), Texas General Land Office (GLO), and/or professional grant application development for Hazard Mitigation Assistance (HMA) grant programs, to include Flee Mitigation Assistance (FMA), FMA Swift Current, Building Resilient Infrastructure and Communities (BRIC), Hazard Mitigation Grant Program (HMGP), and Community Development Block Grant – Mitigation (CDBG-MIT), through federal grants funded by the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA).
This solicitation was intended to serve as a standing qualifications-based procurement for any eligible mitigation project under the programs listed above, rather than for a single named project. Individual task or work orders issued under any resulting contract will identify the specific project, scope, and funding source.
