Consideration of and action on a resolution to authorize the submission of a Flood Mitigation Assistance (FMA) Planning Grant application to the Federal Emergency Management Agency (FEMA) committing to provide the required cost share if awarded.

On March 4, 2025 the City Council approved Resolution 25-05 authorizing the submission of a Flood Mitigation Assistance (FMA) planning grant application to the Federal Emergency Management Agency (FEMA) and committing to provide the required local cost share if awarded.
This resolution tonight makes two changes to the original one, which are being required by the Texas Water Development Board (TWBD) which oversees the FMA funds on a state level.
The original resolution had the city cost share at 25%. However, we are eligible for a reduced cost share because of the Social Vulnerability Index of our Census Tracts. Our cost share is now at 10% of the total project. As the project is expected to cost $974,557.50 our cost share is now $97,455.75, which is down from the original estimate of $243,639.375
The second change simply states that the City Manager may designate someone else to sign the grant application, or any contracts necessary for it.
In order to comply with these requested changes we are asking for Council to approve the attached resolution for this grant application.
Fiscal/Budgetary Impact:
The City’s 10% responsibility equals to $97,455.75 funded through series 2022 General Obligation Bond Fund.
