Consideration of and action on an ordinance amending Chapter 78, Section 78-22 - Longevity Pay Benefits by removing the maximum length of time cap and changing the month of payment.

Summary:
Back in 1972, council had passed an ordinance capping longevity pay at 25 years. This section of the ordinance has not been modified since. Council back in 2022, modified the ordinance to increase the monthly rate to $5.00.
Staff is now requesting that the cap of 25 years be removed entirely and to change the month in which it is paid. The change in months is to match current practice. The anticipated cost is minimal to the budget. It would be an extra $60 per year over 25 years for those employees who have tenure. This ordinance will be effective for the November 2026 longevity payout. City Attorney Fox has approved the ordinance.
Currently the ordinance reads:
Sec 78-22 - Longevity Pay Benefits
On the first December paycheck of each year, longevity pay benefits for time of service rendered, the city shall pay to each classified and unclassified employee (other than part-time and temporary employees) the amount of $60.00 for each complete year of service to the city, completed by the proceeding September 30 up to and including 25 years of service. In the event that an employee's services are terminated, $5.00 for each month of service completed in the current fiscal year, not to exceed 25 years.
The proposed new language is below:
Sec 78-22 - Longevity Pay Benefits

"During the month of November of each year, the city shall issue a separate check for longevity pay benefits for time of service rendered to each classified and unclassified employee (other than part-time and temporary employees) the amount of $60.00 for each complete year of service to the city, completed by the proceeding September 30 with no maximum length of service cap.
