Consideration of and action on an amendment to the contract between the City of Deer Park and the Texas Emergency Services Retirement System (TESRS).

Summary: 

The City of Deer Park participates in the Texas Emergency Services Retirement System for volunteer firefighters and EMS personnel.  The retirement system is a defined benefit system in which the pension benefit is calculated based on a monthly contribution during the member’s active service.  The amendment to the contract allows for a “13th Check” to be issued to retirees to the pension system.  The TESRS system is a defined benefit program that does not have any form of cost-of-living adjustment/allowance or other increase post-retirement.  The “13th Check” is a mechanism to give the retirees an increase in the form of or extra payment per year.  If approved, this would be the fifth year for a “13th check” to be issued to the volunteers that have served our community.  This is a one-time payment for FY2023-2024 and subsequent years will require a contract amendment to allow for the issuance of a “13th Check.”

 

Fiscal/Budgetary Impact: 

FY2023-2024 adopted budget includes the issuance of a “13th Check” estimated to be $25,000.00.

 

Recommended action

Approve amending the contact to allow for a “13th Check” be issued to volunteer firefighters and EMS Personnel for FY2023-2024.
