Summary:
The past few years we have utilized the Buy Board services from SKE Construction to perform needed waterline improvement services needed throughout the fiscal year. These services are for waterline replacements that are two large of a project for our in-house crew to provide. This year's services will focus on Norwood Street, Meadowlark Street as well as some minor work on East 2nd Street.
During the process of installation of the AMI water meters, it was discovered that the waterlines along Norwood and Meadowlark are still in the backyards of residential homes. Years ago, it was standard practice to install utility lines in the back easements of residential properties. However, this creates and issue with obtaining permission from residents to enter their property for repairs / maintenance, and also the threat of dealing with dogs. Throughout the years we have relocated waterlines from the back of properties to the front right-of-way. It appears, these two streets never had their waterlines relocated and it has now become necessary, in order to complete the AMI project. We also have a small number of water services lines on East 2nd Street that need to be relocated for the AMI project.
SKE Construction, provided a quote of $448,800.00 to provide the services to relocate these waterlines and adjust the service lines on 2nd Street.
Fiscal/Budgetary Impact:
The cost of this work will be funded out of remaining funds in the following water / sewer bond funds: Series 2012, Series 2016 and Series 2018 CO Bonds. There is a total of over $600,000 available in these bonds to cover the cost of this work.
