Summary:
The City of Deer Park emergency responders (Police, Fire and EMS) current radio communication and operation is under an Interlocal Agreement with the City of Houston, On two (2) separate occasions in 2025, radio communication was lost for extended periods of time with limited, if any, explanation from the City of Houston. The loss of radio communication poses a threat on the life and safety of all first responders. The failure to get information from the City of Houston resulted in Deer Park’s first responders researching other radio communication options. As a result of the research, the Interlocal Agreement with the City of Houston is requested to be terminated and to enter into an Interlocal Agreement with Harris County.

Fiscal/Budgetary Impact:
FY25-26 $62,000 approved for one-time increase for initial startup.
Recommended action
Terminate the current Interlocal Agreement with the City of Houston, and approve entering into an Interlocal Agreement with Harris County 800-megahertz radio system.
