Consideration of and action on awarding the mowing service contract for city buildings to ELM Landscape Management.

Summary: 

The Parks and Recreation Department solicited requests for proposals (RFP’s) from vendors for the mowing services at various city buildings. The City received nine (9) sealed proposals on august 20, 2026.

The submitted competitive sealed proposals were evaluated and scored using a scoring mechanism to determine the best proposal for the City. The committee of staff members scored the proposals and the recommendation is to award the contract to ELM Landscape Management at its annual cost $167,800. The contract is to begin October 1, 2026 and end on September 30, 2027 and has the option to renew up to 3 concurrent years. City building in the contract as follows:

Area 1 - Distribution Center, 711 E. Pasadena Blvd

Area 2 - Fire Station 2, 950 E. Pasadena Blvd

Area 3 - EMS Center, 1700 East Blvd

Area 4 - Fire Station 3 2211 E X Street

Area 5 - Fire Station 1 - 801 W 13th Street

Area 6 - Jimmy Burke Activity Center - 500 West 13th Street

Area 7 - Ella and Friends Dog Park - 500 West 13th Street

Area 8 - Maxwell Center, 1201 Center Street

Area 9 - Theater / Court Building, 1302 Center Street

Area 10 - Police Department, 2911 Center Street

Area 11 - Library, 3009 Center Street

Attached is the criteria evaluation performed by staff.  

 

Fiscal/Budgetary Impact: 

$437,000 has been budgeted in the Contract Labor line item.

 

Recommended action

Award the mowing service contract for city buildings to ELM Landscape Management.
