Consideration of and action on entering into a Interlocal Hike and Bike Trail Agreement with Harris County Flood Control District.

Summary: 

On October 31, 2023, Harris County entered into a joint participation interlocal agreement with City for the development of a certain hike and bike trail in the City of Deer Park.  That agreement was amended in August 2024 to include additional information.

 

The agreement on the agenda now is from the Harris County Flood Control District.  The agreement states that the City desires to construct and maintain or cause to be constructed or maintained, a public hike and bike trail with related appurtenances approximately 1,500 feet in length, located on the west side of HCFCD Unit B112-02-00 beginning at San Augustine Street continuing upstream to Avenue X.  The agreement states the details of what the City and District are required to do or not do on this trail. The term of the agreement shall extend for a term of twenty-five (25) years commencing on the date of execution of both parties.  It will continue thereafter on a year-to-year basis unless earlier terminated. 

 

The agreement has been reviewed and approved by City Attorney Fox.  Parks & Recreation Director Walsh has also reviewed the agreement with no issues. 

 

Fiscal/Budgetary Impact: 

There is no funding between the City and the Flood Control District for this trail per the agreement.  The joint funds for this trail are with Harris County and the City under that interlocal agreement.

Enter into an interlocal agreement with Harris County Flood Control District for the hike and bike trail.
