Title

Consideration of and action on an ordinance to amend the Fiscal Year 2023-2024 Water & Sewer Fund Budget for the Advanced Metering Infrastructure (AMI) Project.

Summary:

On August 15th, 2023, City Council awarded Performance Services, Inc. (PSI) the contract to install Advanced Metering Infrastructure throughout the City.  In addition to installing AMI, PSI has been contracted to inventory and classify service lines in accordance with the Lead Copper Rule Revision and move water meters currently located in resident’s backyards to the front where they can be easily accessed.

This project is to be funded with the American Rescue Plan Act proceeds awarded to the City through the U.S. Department of Treasury.  The City received $8,310,779.19 in total ARPA proceeds.  After the completion of PSI’s investment grade audit, it was discovered the total cost of the project exceeds our available ARPA funds by $1,653,209.80.

To fully fund the AMI project as a whole, a budget amendment in the amount of $1,700,000.00 is necessary. 

 

Fiscal/Budgetary Impact: 

Add $1,700,000.00 to the Fiscal Year 2023-2024 Water & Sewer Fund Budget for the Water and Sewer Maintenance Department (Account No. 400-501-49030, Improvements) to be funded from the prior year revenue (fund reserves) in the Water & Sewer Fund, which is available for this purpose.

 

Recommended action

Approve the ordinance to amend the FY 2023-2024 Water & Sewer Fund Budget for the Advanced Metering Infrastructure (AMI) Project.
