Summary:
The Parks and Recreation Department solicited request for proposals (RFP’s) from vendors for the mowing services along various medians, entrances, and right of ways along Center Street, Thirteenth Street, and Hwy 225. The City received eight (8) sealed proposals on November 7, 2023. Proposals received were from Zodega Landscaping, Horticare Landscape Sevil Inc.Houston Grotech Services, Sago Painting and Remodeling, Brightview Landscapes, Rotolo Consultants Inc.Maintenance, Landscape Professionals of Texas, Merriam Group (ELM Landscapes).
The submitted competitive sealed proposals were evaluated and scored using a scoring mechanism to determine the best proposal for the City. The committee of staff members scored the proposals and the recommendation is to award the contract to RCI Maintenance. This contract will include the below listed services. The contract is to begin January 1, 2024 and end on December 31, 2024. This contract has the option to renew up to 3 concurrent years.
After careful review of the submitted proposals, the lowest responsible proposer based on scoring is Rotolo Consultants Inc. For this reason, the recommendation is to recommend that Rotolo Consultants Inc. be awarded the agreement.

Fiscal/Budgetary Impact:
Funds for these mowing services are budgeted in the Parks and Recreation Departments Park Maintenance General Fund. The budgeted amount of $354,000 under Contract Labor includes the amount for these proposed services.
