Consideration of and action on a resolution amending and adopting the City of Deer Park Purchasing Policy.

Summary: 

The City’s Purchasing Policy was last amended and adopted on August 16, 2022. Upon review of the policy, the following revisions are recommended:

 Section 4 - Purchasing Procedures:

                     Addition of Item A, Requisition and Purchase Order Procedures

                     Amendments of Item B, Approval of Purchases, removing the requirement for the City Manager Approval Form and allowing Department Directors to assign a designee to approve purchases in the event of a prolonged absence. 

Section 5 - Price Quotations and Purchase Awards:

                     Amended and reorganized the section regarding Purchases Not Subject to Competitive Bidding to read as

o                     Item A - Purchases Not Subject to Competitive Bidding less than $5,000.

o                     Item B - Purchases Not Subject to Competitive Bidding between $5,000 and $49,999.

o                     Provide procedures for the use of the new “Purchasing Approval Form”.

o                     Provide procedures for approval of single supplier or sole source vendors.

The attached resolution includes the proposed purchasing policy.
