Summary:
The City advertised and received six (6) bids for refuse bags to be purchased for FY 2026-2027. Currently, the City has 10,057 active residential water accounts. The City would need 20,114 rolls available in October for each resident to receive two (2) rolls of refuse bags. Residents also have the option to purchase additional rolls of bags throughout the year.
The bid tabulation is attached showing all bids received.
The City currently has approximately 5,460 refuse bags in storage and recommends the purchase of a quantity of 18,000 rolls for the FY2026-2027 fiscal year. The bid that meets specifications for the 18,000 rolls is Houston Poly- Bag at a unit price of $10.48/roll for a total cost of $188,640. Samples of the company’s refuse bags were submitted in accordance with the bid specifications and are in compliance.
Current Vendor for FY25/26 - Houston Poly Bag: $9.99/roll for 16,000 rolls total cost $159,840.
Fiscal/Budgetary Impact:
Refuse bags are budgeted in the Sanitation Department, Account No. 010-402-43090, Garbage Bags.
Recommended action:
Award bid to Houston Poly-Bag for 18,000 rolls of refuse bags at a unit price of $10.48/roll for a total cost of $188,640.
