Summary:
In the 1st Quarter of 2025, Central Square Technologies implemented a reduction in force and reorganization of the personnel providing false alarm tracking and billing services. Since that time, there has been a decrease in the level of service they provide. CentralSquare Technologies was contacted about the decreased service level and a search for other companies capable of providing these services began. In the 4th Quarter of 2025, proposals were obtained from Alarm Program Systems and PMAM. CentralSquare Technologies also made an offer to possibly renegotiate their contract with Deer Park, which was made in April 2025, after admitting that they had been experiencing difficulties.
A cost analysis of vendor proposals as well as reference checks indicate that Alarm Program Systems will provide the lowest cost for false alarm tracking and billing services to the City of Deer Park and the best service to its citizens.
Fiscal Impact
A cost analysis and comparison of the net revenue reported and collected by CentralSquare between June of 2023 and November of 2025, which was $144,462.47, was conducted. During this time period, the revenue share was $89,566.73 for the City of Deer Park and $54,895.74 for CentralSquare. The revenue share would have been $112,680.73 for the City of Deer Park and $31,781.74 for Alarm Program Systems had we been in contract with them.
Recommended action
Terminate the contract with CentralSquare Technologies, LLC for false alarm tracking and billing services and enter into a contract for such services with Alarm Program Systems, LLC.
