Consideration of and action on an interlocal agreement with Harris County Flood Control District (HCFCD) to jointly fund a drainage study of the Boggy Bayou watershed.

Summary: 

On November 19, 2019, council authorized staff to negotiate a cost share contract with Harris County Flood Control (HCFCD) for a regional study of the Boggy Bayou watershed. Harris County Flood Control has agreed to a 50/50 cost share to fund the analysis.

 As you may recall, Cobb Fendley was hired to perform the engineering services to develop alternatives to alleviate flooding associated with the 2017 Hurricane Harvey rain event. The firm will be making a presentation on the status of their work at the November 19, 2019 Council Workshop. Part of the presentation will focus on need to alleviate ponding and flooding in the Boggy Bayou drainage basin. Since this is a regional issue, City staff, and Cobb Fendley representatives met with Harris County Flood Control District HCFCD representatives and discussed the possibility of conducting a Boggy Bayou Regional Impact Mitigation Analysis.

Staff recommends Council enter into to an interlocal agreement with HCFCD for $42,280 to jointly fund a drainage study of the Boggy Bayou watershed.
