Summary:
The Deer Park Police Department is seeking to continue its partnership and Inter-Local Agreement with DPISD for the 2024/2025 school year to provide ten (10) School Resource Officers (SROs), one (1) School Resource Officer Supervising Sergeant, and Crossing Guard services for 18 DPISD - Crossing Guard locations within the city limits of Deer Park for DPISD students. The overall anticipated cost to be shared is $2,193,735.41. This Agreement was expanded with the addition of two (2) SROs in January 2024.
The attached report shows the complete breakdown of cost percentages for the City of Deer Park and DPISD. Additional days have also been added to the contract at DPISD’s request to have summer school coverage. Basic equipment cost has remained the same, but annual training costs have increased. Vehicle maintenance costs have also increased 3.4%, based off the Bureau of Labor and Statistics cost on index for the 12 months leading up to April 2024. The Crossing Guard rate has remained the same at $16/hr.

DPISD cost = 70% or $1,431,273.04

Crossing Guard Wages + Benefits + training and equipment = $149,059.63
DPISD cost = 90% or $134,153.67
City of Deer Park cost = 10% or $14,905.96
Grand total: $2,193,735.41
DPISD cost = 70% or $1,565,426.71

Recommended action
Authorize the agreement with Deer Park ISD for ten (10) SRO officers, one (1) SRO Supervising Sergeant and 18 Crossing Guards.
