Summary:
Pemex Deer Park leadership has notified the City of Deer Park of their upcoming big block turnaround, scheduled for October through November 2025. During this time, there will be an additional 4,000 anticipated contracted employees (shift changing twice a day, 2,000 at a time) going in and out of the facility. As such, there is much anticipated traffic concerns.
Pemex Deer Park has identified potential temporary parking areas within the City limits of Deer Park. Section 14.21 of Appendix A of the City of Deer Park’s Code of Ordinances enables City Council to authorize a temporary occupancy permit for off-street parking for the duration of this “event.”
Pemex Deer Park staff presented their traffic management plan and temporary occupancy permit request to City Council during the regularly scheduled City Council Workshop on September 16, 2025.
